The nuclear family is a bit small, used to be much bigger structure with a clear hierarchy and shared values. Now it's families of 2 or 3, absent father. Society wide Oedipus complex.

A government program is not going to fix this. We're floundering in chaos since birth control started blurring family roles(after millennia of structure). There's no going back.
