IMO the reason CSW can't sign anything with the Satoshi keys is they were destroyed. It's reasonable to suspect that he has time locked transactions for unlocking the Satoshi hoard.

Could be. It's a mistake to assume that his lack of programming skills indicates no involvement in the Satoshi team. It took much more than good programming skills to create Bitcoin.
