No, that is not what fiat means. Use a dictionary. Fiat means "by decree", as in, "its money because we say so", and not because of any real value.

Also the argument of intrinsic value is also very short sighted. The ability to send a fax to 100 people has a value. The ability to send a fax to 500 people has more value.
