In democracy the people control the state. People do not use their power when they are satisfied with the system, or at least satisfied enough. Which is what we have now.
1/2 of the people are in poverty, people are dying because they can't afford health care, student debt is massive (education should be free) Capitalist are richer, everyone else poorer
Not enough people care to change those issues though. You confuse the apathy of the people with control by the rich.
