State Capitalism (state ownership of property) has much more in common with Communism (public ownership of property) than Capitalism (private ownership of property).
True, it is meant to be a step towards Communism, but the second step never happened, yet the state declared that Communism took place, which is why not many people know what is what, even when it comes to Capitalism.
