I think you may have that backwards. Any system *with* public indoctrination will devolve. It's why every nation on Earth suffers. We're constantly being told what to think.
By society, by our political parties, by our religions. All reinforced with law and corporate marketing.
We're hardly ever given the chance to think for ourselves, and we are constantly shunned and harassed for going against the grain.
