So if even one user is posting some bad stuff, you have to disable it globally to be able to browse memo? Not sure this solves the problem.

At minimum, anything that might potentially offend the person looking over your shoulder. At maximum, something that could get you arrested.

OK lets see how the all or nothing approach goes. I think it's silly to 1) have it on by default when content is un-revokable 2) not allow per user and per post disabling
