do you mean vote for/against BU BUIPs? you need to be elected to BU membership first, it is not a free-for-all. https://bitco.in/forum/threads/bitcoin-unlimited-membership-join-us.208/

(and ofc there is no BU-specific chain, there is one BCH chain and many clients that mine it, BU being a well-governed one).
