There is a tx relay rate limiter in the software, and it was most likely hit in the stress test. Limiter needs to be tweaked, or removed.
Then it doesn't make sense we raised the block size to 32MB.
There are many limits put in the code, tx relay is there from BTC days. TX relay limit was overlooked. It will get more attention now.
