Lightning Network is not even the best available micro-payment solution on top of being mostly unnecessary. For sub-penny txs probabilistic payments offers much greater utility: https://en.bitcoin.it/wiki/Nanopayments
It sounds to me after reading article that any enemy/bot (more than miners) of the blockchain could make micro payments unstable by paying the fee to destabilise random payments.
that's why the age is also taken into account in order to decide priority.
