If you cannot decide what is harmful, then you cannot use "the one law". What are you to do then? Also, sometimes (or should I say always) all choices, even non-action choice, will harm someone

I agree with no action can also harm beings in so many ways and its all depends on how we react or create the situation of non-actions can really harm beings.
Trivial. I see someone (who I may even have promised to guard) about to fall down a steep hill. It is easy to help them, I but do nothing, so they fall, and it results in harm.
