Actually the great crises facing democracy is voter apathy. Voters have more power than billionaires when they actually vote.
It's not voters who don't have power, it's the states which have no power.

I find it interesting how the US started with state power, but centralized it to federal power, and in Canada we started out centralised, and moved the power to the provinces.
