You would have to wait for it to sync to get going though. The first time could take a little while. Unless it included a starting TX dataset that you "trusted".

Connecting to a trusted Memo node would negate the need for downloading the blockchain and syncing the data.

Yeah, I suspect that external nodes that supported light memo clients would be attacked by the censors, hence the need to probably run your own node.

Both need to be possible, but the need for a local node should be an extreme scenario.

Theoretically, you could create an install that installs a local full node & webserver and a copy of the memo.cash site, & you'd just access it with a browser on your local machine.

True, although doing so would demand storing the entirety of the blockchain and well, running a node. It's not practical for mobile or casual users.

You should be able to use bloom filters so you don't have to download the entire blockchain.
