Manually checking the mempool, they all have OP_RETURN stresstestbitcoin.cash

but still almost empty blocks are mined? they don't clear mempool?

Or they're simply not getting to the miners due to a relayFee minimum bottleneck (less likely).

Miners must just be ignoring the TXs entirely due to lower fee limit.
