By system I guess I mean government policies that allow it. It is not itself a government structure like a republic, or a dictatorship, etc. Different governments can allow capitalism.

Free markets, or at least less market intervention than non-capitalist nations. I dont think we ever see total capitalism. We just see a liberal capitalism.

A libertarian ideal I guess. Very little, and limited government. Most things in life being available on the free market.

By the amount of private property rights they allow, and how little they interfere with the markets.
