So, by "capitalism is just the system" you mean "government policies that allow it"?

Free markets, or at least less market intervention than non-capitalist nations. I dont think we ever see total capitalism. We just see a liberal capitalism.
What would total capitalism look like?
A libertarian ideal I guess. Very little, and limited government. Most things in life being available on the free market.
How do different governments allow capitalism?
By the amount of private property rights they allow, and how little they interfere with the markets.
