I believe the problem stems from your funds being spread out too much. If your balance is mostly made of many small tips, it can't figure out how to make a TX with so many inputs.
You we're right. I was being stupid. Memo really needs to build a sweep function into the dashboard. It's as simple as sending all the funds to your current address in Electron Cash.
