It's a horrible idea, and I doubt anyone really supports it. I've heard some on r/btc say this is a scam to push bad ideas on the community.
I'm still waiting for an argument pro shorter blocktime which is better than a pre-consensus solution or at least helps with securing 0-conf.
Some say that shorter times are equivalent to larger blocks, but they ignore that it requires making the system easier to attack.
