New posts in a topic should be on top, not at bottom. And older posts should always be accessible.

Older posts should automatically load when you scroll to the top of a Topic window. Are you seeing a different behavior?

It scrolls but it stops pretty quickly for topics having a lot of posts.

Ok, there might be a bug here because it's supposed to make another call when you hit the top to get the next batch, and like so until the entire history is in the window.
