I think he's referring to the false narrative of mempool spamming to jack up the cost of transactions. Possible on BTC, not possible on BCH.
Basically, i would consider anything that is translated horribly. Like calling a fire extinguisher a hand grenade, or aliexpress endless nonrelated keywords for ordinary things.
