It is a bot that encodes data using a similar method as memo.cash. Memo counts the transactions made on the chain, not only the actions made on the site.
thanks for the explanation. was wondering the same thing. what data is it encoding? saw an OP_RETURN & it was just random text.
It takes data from an open source database (linked in its profile), the text I saw it posted on the chain was just links to various small sites. May be some proof of concept.
