You could use shapeshift to buy a privacy coin and then sell back to BCH. Would cost some in fees. If I understand you correctly.

Well, if gov looks at the chain, & you see some BCH amount go to shapeshift, then shortly after a slightly less BCH amount goes to diff addr, there's a high chance it's the same guy.
