You sound like a student just learning of self-censorship. Code will be released but I'm going to ignore you before you use the word panopticon on me.
What is the general process you used to put an app in the Google play store? How do you develop apps?
I use Android Studio to develop and a boat-load of SOF posts to get me through any issues. To publish you simply need to register as a developer; you may need a Google account.
