The best case that could be made for the tyranny of the majority being real would be a global vote. The closest thing we have to a supposed global consensus is human rights.
And the way human rights are implemented is a large bucket of expired turds, it is - as expected - used as a way to strip away civil liberties in the law by human right tribunals.
