Was thinking of "on chain voting" and I think "holders" doesn't want to use their key each time they want to vote. Even on vote.bitcoin.com you have to do so (you need to sign with your private key)
Not sure if that's possible but it may be a better idea to create a "vote token", so that 1bch=1vt, and then you can separate your vote token and your bch, and therefore sign with the
Address holding the vote token
And there might be some better option to prevent vote token to be sold, like publishing a hash first, and reveal it each time you want to vote and so on
