This would be organic (and grow faster) if an app were built that incentivized and rewarded bringing on new merchants.
I'm sure that would be the case.

Person adds someone to Marco Coino. Another person verifies the location with a selfie at the place. Every person must have a memo acc.
I think some automation would be feasible and appropriate. @unwriter's new bitsocket could be useful in such an app.
If everyone must have a memo account, one can eventually have "trusted" people in each city to verify a new location being added.
For example, I'll state on memo I'm based in Berlin.
I can then check any new merchant and "verify the location". Someone else can verify too.
Maybe then the person who added it, can get a reward of say $5. From a wee fund.
Or what about, for each merchant you add to a certain POS, you get 1% of any transactions going through their system.
