Industrial development is outside his ability. That is something done at a government level. That said much of Africa is industrialising. Mostly due to Chinese colonization efforts.
When disease us eradicated, and infant mortality rates drop, we naturally see a decline in the birth rate. So he is eradicating disease and helping the poor. He is helping how he can.
