I disagree. For example, music theorists know that CDEFGAB is the most meaningless melody or chord progression. FBEADGC is immensely deeper, puts the emphasis on the strongest notes.
The meaning of a melody is contained within in it's usage, not it's notation.
The meaning of a sentence is contained within it's usage, not it's syntax.
