is anyone working on a tool such that, if you post something on twitter, it also gets posted on memo?

The reverse can be done much easily.
that would actually be better! then you could use memo natively. even if you read replies on twitter, all is answered on memo. users will have a positive balance.
AFAIK Memo will need a way for Twitter accounts to authenticate with their corresponding Memo accounts, through an OAuth mechanism of sorts, most likely.
and memo accounts need to have sufficient balance to broadcast the memos. it won't be fully automatic.
