Reading back old scaling debate discussions, and I really have to reiterate: Why did the miners care what the devs had to say.... Bitcoin is permissionless.

bitcoin was seen as a software program first and foremost
developers positioned themselves as bitcoin experts
led miners to believe there were problems
"can't scale"
