If you read Toomim's post, its essentially an attempt to make mining more 'fair' by making block propagation part of the base code - this is essentially wealth redistribution

No. It just moves the bar, since the optimization affects all miners equally. Noone gets more subsidized than others.

Agreed 100%. I don't think we will have a split. One side will capitulate and join the majority
