No, they seem mostly dust with 1-2 sat/tx, way lower than the standard 1 sat/byte. https://blockchair.com/bitcoin-cash/mempool/transactions?q=fee_per_kb(0..999)&s=fee_per_kb(asc)

It doesn't look like anyone is mining txns with that low of a fee. I believe the default setting in ABC is to remove mempool transactions after 2 weeks if they haven't been mined yet.
