I doubt that the Harris administration will be able to pull this through without lockdowns, especially if the half of the country that has doubts about the legitimacy of the election take to the streets.
The old stories are losing power.

My guess:
The goal: world government.
The enemy: nationalists.
The problem: people like their nation states.
The solution: conflate nationalism with white nationalism.
The result: Having to explain all those non-white white nationalists.
