When are you considered out of funds? I am at about 8k satoshis left which is very low (each post costs ~300 satoshis)
Like you said, you need enough to pay for the mining fee (~300 sats) and still have change above the dust limit (546 sats). So min is about 850 sats.
Should the Bitcoin Cash blockchain be used to permanently publish/index .torrent file metadata?

devils advocate -- why do you need the blockchain for that?
Don't have to reply on a central service or know the location of the other person. Also async - neither party has to be online simultaneously.
The Segwit "scaling solution" was too little, and too late to save BTC.

I'd like to see native upload of images. As an artist it is a pain to be required to use centralised sites like imgur
