Absolutely the 2 cells can be repaired/replaced. This is called a battery "repack".
You can also do a "swap" for a repack with a nice discount. They don't generally do trade-ins on new, but they should! Nice idea 👍

#quicktip - When ebike batteries die, they get discarded - but it's usually only 1 or 2 cells out of 60 that are at fault. The rest can be reused!
