I expect this to basically never happen, since there's no real upside to doing it vs waiting. You don't lose your share if you wait. So I'd guess only after a long time of total dormancy from rev sources to pot would it happen, if ever.
Exactly. Someone would have to believe the current pot is as big as it will ever get and be unable to sell NPC for more than their pot share, which would mean basically that the entire market believes the pot will never grow.
