They can handle the amount, so the miners must just be choosing not to process the transactions. They might want higher fees, or are censoring transactions. Unless there is some error.

I've never heard of them considering using them on citizens. That would likely cause more problems than it'd solve. Nuclear weapons would probably be used only in extreme circumstances
