Yes you are able to send tokens to a cashAddress (not slpAddress) using Badger. We did this for an exchange partner that didn't yet support SLP address.
Now we're suggesting they use our explorer to translate cash/legacy address to slpaddress and we're updating Badger to not allow sending tokens to cash/legacyAddr
