Instead of electing a POTUS who controls 0.1% of govt, give the voters an entire replacement government. POTUS goes into office at full sprint speed with control over 100% of the executive branch.
USG is such a failure that many things can be done better by private organizations now. Ultimate goal would be replacement of govt institutions with new institutions post-election, i.e. one momentum builds, you create a new IRS that becomes the IRS.
